Favor for Redeemed Citadel not counting for Milestone 2-4 (with Reforger's Blessing)

I recently started another character on the Redeemed Citadel. Since I bought the Reforger's Blessing I should be able to still complete the campaign. However, after the Mod 20 patch on Tuesday, any favors earned are only counting for Milestone 1, and not 2-4. I started this character on the campaign in December or January (well after Milestone 4 was complete) and as of Feb. 16th all favors are only going to Milestone 1.
Milestones 2-4 are stuck at 5,919 (which is how far I got before Tuesday) while Milestone 1 is still progressing (12,645) when I earn favor.
