I tested the damage of my Paranoid Delusion companion (my class is a rogue) without and with Warlord's Inspiration. Here's what I got according to ACT (with about 1000 hits):
Without Warlord's Inspiration: 4831 average damage With Warlord's Inspiration: 4841 average damage
Clearly, Warlord's Inspiration is not working. It is supposed to let the companion do 20% more damage. That would be 5797 damage on average, not 4841.
Comparing maximum damage values of 19207 and 19166 it seems what Warlord's Inspiration is inreasing the damage by 0.2% instead of 20%.
Btw. Indomitable Runestones also don't increase the companion's damage by the given amout (20% for rank 15). Since I don't have these runestones on live I had to test on Mimic. I'll post results on the preview forum.

I did some tests on preview last week with 4x R14 (20% each) stones, and got very inconsistent results: some comps got x3-x5 (300%-500%) dmg boost, some about 10%, some got a proper 80% boost. Maybe we need to open a new thread for this one.
Have you tested them with other summoned striker companions? Perhaps there is a bug with Paranoid Delusion, since it actually becomes an illusion of yourself, maybe it doesnt get affected by companion damage increases etc.
