Avernus Rings Giving Wrong Stats and Llira's Bell

Llira's Bell gives 16 Item Level although it's a belt slot item like the Forger Box.
Avernus Rings have reverted to their too much stats state.

Thanks for reporting! We are aware of issues with these items, and they will be addressed in a later patch.
