Forte design is bad design because it predesign the loadout. It is against freedom of creativity. We will see less varieties within the paragon paths.
In my opinion only a burden.
Players can cope to new changes, but many of us will have problems with this implementation of closed mindset.
As Justicar in my opinion 5xtactical is more powerful than 5xdark that we sold 1-2 mods ago and changed to dark enchantment, and have to sell and buy again? Where is the exchange. Please remove Forte from Charisma, it is too much predisign for paladins.
On the other side players can do nothing wrong pick Warrior in the future:
Dreadnought
Power
Accuracy
Critical Avoidance
Vanguard
Defense
Accuracy
Critical Avoidance
The min maxers will understand. All others will dislike anyways for whatever reason. You are welcome. I complained in test period for good reason.
