hp/damage/item level massively different between loadouts

On my cleric, my Arbiter build is messing up. Nothing's different between it and my Devout build (aside from the waist/neck and companions) but I'm showing 5k less item level on my Arbiter, along with only 21k HP and 0 damage. On my Devout build I've got 490k HP and over 4k damage.

Any thoughts? I can't figure out why it's happening.

    Respec it, and that should fix it. It is a known issue and this is how they are telling us to fix it.
