The tooltip states item level 1100 but when upgraded it maxed at 980? Is this something that can be further upgraded later in the milestone progression?

    No, there is no upgrade of them in milestone 4. You can see them in the collection page with the same item level (980). My current speculation is just their copy and paste mistake (1100) from the tool tip of other reward boxes.

    Pretty much what I thought, the blessed rings were actually item level 1100 so I was hoping the artifacts may also, milestone 4 shows another item level 1100 so we shall see what unfolds
