From what im gathering from community manager posts they are saying there was "3rd party issues during build certification" since this is not their first build cert for ps4 this leaves 2 plausible scenarios for how this played out. #1 the team was lazy and did not submit in a timly manner (highly probable) #2 having learned absolutely nothing from the Fortnight Apple debacle they discounted something without Sony clearing it first (less likely but probable).
What's most troubling for me is someone in leadership had to make a decision to push the event to 2/3rds of the community instead of holding the whole event until it was resolved.
...all this dovetails nicely back to cts2000's comment "tell us, why should ANYONE spend money on this product?"

They have to push out as much as possible for the Halloween which does not wait for you. 1/3 does not want to spend money is a better situation than 3/3 do not want to spend money. 1/3 is upset is a better situation than 3/3 are upset especially when it would not make the first 1/3 happier in any shape or form.
