Best rotation or not aside, any thoughts about changing this encounter? the only thing it does is cc stuff, but most mobs don't even get cc'ed now, and the ones it actually works on, they stay restrained for 1 or 2 secs...

    I use it all the time in my mobslayer build, because of doomsayer. You don't even need to hit anything with it to get a temporary damage buff.
    Incidentally it helps barbarians deal a ton more damage too .
    Hold times are dependent on your control bonus but that's but really a stat to bother buffing.
    Prophesy of Doom triggers doomsayer too for your single target build.
