Vote kicking isn't initiating

We were running an RLQ (cragmire crypts) and one of the other people in party was saying some really not great stuff, so we were trying to kick him for harassment, but couldn't seem to initiate a vote kick. Multiple people tried, and none of us had done it recently, but it just wouldn't pop up.

    This has been a persistent bug since I started playing over a year ago. Can't even get them to acknowledge it despite frequent reports and frequent occurrences (maybe 1 in 3 votekick attempts actually pop the box up for me).

    For dungeons, the member being kicked needs to be in the dungeon for 15 minutes (5 minutes for skirmishes). Most times the RLQ queued content can be done before the time limit, which is very frustrating, especially when you have obvious bots or toxic players.

    This is still an issue. Happened again in cragmire today.

    Please fix this. Botting is prolific in random dungeon and kicking just will not initiate. Been in here for over 30 minutes.
