I tested this on the test dummies in the stronghold with a trickster rogue.
Without the crit severity boon equipped, my crit severity was 94.5%. I did one hit of a duelist flurry, if it was a critical hit in the log I recorded the damage number. I repeated this procedure 20 times and then averaged the critical strike numbers. The average was 5621.
Next, I equipped the boon and had a 109.5% crit severity. I repeated the procedure above 20 times and averaged the critical strike numbers. The average was 5695
(5695 - 5621) / 5621 is 1.32%, not 15%
Has anyone else noticed this?
(It's not just loss of damage from unequipping the power boon either. When a non-power, non-crit severity boon was equipped, I recorded damage the same way, then I equipped the crit-severity boon and recorded the damage. The net gain was only 5%, not 15%)

Added to that is the fact that 20 hits with variable weapon damage is far too low. Try testing with wooden weapons from the trade of blades and remove everything else that may be affecting your damage ebony stained hide, primal gloves, lions guard gloves etc.
Crit sev is acting as expected.
