Forgers Box and Chain of Scales cancel each other out

It seems the Forgers Box and the Chain of Scales cancel each other out. Is this intended?

    That's not a bug. One item of a given type can only be active at once. The Box will replace the Chain as you go. You also can't use Tymora's Lucky Coin or the Adorable Pocket Pet with the Chain or Box.

    How about the Siegebreaker's Battle Horn or the Champions Battle Horn?
