Bel - Riftwarden before group can enter

Can someone clarify how this works? I've already solo'ed Bel (completed "Ring the Bel") and done quests up to the point where it says you are a full fledged riftwarden and just need to fill up the amulet to raise your rank. However, when I join a group, the first option is still disabled, but I don't know if it is me or someone else in the group. And I don't want to join another group to try to figure this out because it wastes other people's time.

After that... what do we get out of fighting Bel? Does it give Infernal Secrets? What are the reward reasons for successive Bel fights?
