Crit Healing

Help, I just can't fathom the rational behind why healers are treated differently, requiring a significantly and seemingly disproportionately high Critical Strike rating to Power rating ratio if they are to reach the Critical Chance cap of 50%. Seems much too arbitrary, and I'm confused.

    Combat Advantage is very important for DPS.
    Accuracy and Armor Pen are very important for DPS and tanks.
    All of the above is useless for heals.

    They probably "transferred" the stat burden to be all on Crit when healing to keep an "offensive stat progression ladder" for healers too.

    Understand that there are now counter stats. In a NW with no counter stats on any creature(crit avoidance in this case) all you would need is 50k crit to reach the cap. Because there ARE counter stats, you have to increases your crit more, by the amount of crit avoidance the creature/player has. With healers, they couldn't use crit avoidance as a counter stat, because as a player you would have to choose to be hit more with crits to both dmg AND healing, kinda defeating the purpose of the extra healing. So they chose this way. is it arbitrary? Yes. Is it needful for crit to be done differently for healers? Yes.
