"Rewards for the Hoard" quest no longer works

You can no longer donate coffers, treasures or coins to Reward for the Hoard. And, since that is the ONLY way you can gain Linu's Favors, you can no longer advance in the ToD campaign. I've tried this with two of my alts and it works for neither one of them.

    I cant deliver Coins, Single Coffers and Dragon Empire Treasure on Tiamats Hoard. I can deliver 5 coffers at a time though. I had delivered 20 until i realised there is a problem. They did count towards the compition of "Reclaiming the Hoard" quest but not the "Reward for the Hoard". I abandoned it and re accepted it, jumped on other instanced, you know the usual. But still the value of the quest remained the same as before i delivered the 20 coffers. I dont even get the choise in the dialog to deliver those 3 items. all i get is:
    "you do not currently need to return ant Dragon Hoard Coffers until Elminster asks for more". Its been 4 days
