Why aren't old artifacts sold in the zen market?

Tales of Old and last mods artifacts.

Every new player can't get this old artifacts, everyone sure this one.

    If the artifact comes with previous campaign, I don't know why you can't get it by doing the campaign.
    Tales of old is not exactly an old.
    There are old artifact you can purchase in Trade Bar store.

    legacy artifacts are available in the campaign stores. Or as drops from campaign instances, such as Tiamat. As for RECENT mods and events, I would assume that they will be added to the boss loot drop tables at some point.

    New player's can't get tales of old artifacts and not have more bonus.

    It is not just new player. Whoever (new or old) did not participate does not get it. However, the chance is there will be opportunity later.

    I would guess they want you to either
    • earn it through playing
    or
    •wait for it to be added to loot tables/lockboxes at a MUCH later date

    That way people that actually grinded for the items don't complain that newbs can just buy something they spent months grinding.

    I would suspect, as others mentioned, that in about a 6-12 months they will be added in some form so that people can get them.

    Then again, pretty sure when they first announced these events (CTAs, ToO, etc) they specifically said that the events would have seasonal rewards only available during that season.
