Watcher set bonus not giving stats after 10 mins

Good morning,
I tested both in the SH and in one of the leveling zones to see if rumors were true and it was. The buff icon remains, but the stats fall off the character after 10 mins of combat. So it may look like you still have the buff based on the icon, but you don't have the stats anymore.
I thought the watcher set was supposed to be better than the burnished set because it would stay active until you were no longer in combat. It doesn't seem like this is the best set before Lionheart right now. Can we please get a fix for this.
