River District

I've dusted off a character I started 2 years ago and have been catching him up on boons. I can't seem to unlock the River District. When I go to Lord Neverember, there is a grayed out quest saying to replay Cloaked Ascendancy quest #4 to replay River District. Any one know how to do this?

    Look at the campaign page and see if there is a start campaign button.

    is the only way to initiate it.

    I just started River District with one of my characters last night and was running all over the place 'til I finally remembered the legacy campaigns.
