Fighter mechanic retaliate not proccing

When using dig in on vanguard path, you can proc retaliate when a mob hits you. When the shield turns red i release tab button but many times retaliate doesn't proc. Its about 50 50 on my char. I do wait for the 10 sec cooldown and see the shield turn red (im releasing tab supposedly on time, when the shield is still red). Am i missing something or is it not working correctly? I tried it with single mobs on a map to see if it was my hands but no, sometimes it procs and sometimes doesn't
Also, when using enforced threat seems like i keep the aggro for a very brief duration
