Scouting the Forest in Reclamation Rock

This quest appears to have been broken for a long time. The trail leads inside of a tent, but the scout is 20 feet away next to a tree. He will not interact, and is one of 4 you need to talk to to complete the quest. Is there any work-a-round to complete?

I'm trying to work on boons and am now 1 shy of the Promises of Power needed.

    pull a bunch of mobs to where the scout is, he moves during localised combat, and you can chat to him afterwards

    Thanks! But I gave it a shot and he did not move, the mobs ignored him as well.
