Jubilee Event - Protector's Figurine Not Awarded

I started today with 8 Figurines (3 from a Zen Pack, plus one per day Thurs - Mon = 8 Figurines). I ran all of the missions and opened all the Protector's Bounty packs... still only 8 figurines. Why was one not awarded today?

So, the original missing figurine EVENTUALLY showed up. This morning... same thing, I did all of the quests and no figurine.
