Question about armpen and defense debuff

So armpen counters defense. The optimal armpen for, say, LOMM is 68k. Assuming everyone in the party has that optimal stat, does a debuff effect that reduces an enemies’ defense have any effect? Or is it useless?

    it's still worthless. My drow Barbarian (with enough ARP to negate defense resistance), using the fixed damage testing sword had constant damage both before & after the debuf (drow defense debuff) was on the target dummy in the stronghold. This is probably also true of all other stat debuff's.

    Pre-mod 16 it was worthless. I'll need to look at my ACT log on my Drow Barbarian for mod 16.
