ArmorPen and Crit are so easy to cap out that you may as well not bother listing those stats as worth it. The HP boost is somewhat significant, but playing overly defensive doesn't suit the deeps Barbie.
Barbie daily attacks (still) are mediocre and aren't worth the going for the AP Gain necks.
I'm thinking it's pretty much BiS for everyone that isn't Arcanist CW or Hunter Ranger, since the former will likely want to abuse Arcane Empowerment as much as possible, the latter can use the Apprentice Set well because of loldisruptiveshot.
If you have full knowledge and flexibility on your rotations then likely you'll be generating your AP well and the Wyvern set will do great for you. As will many of the sets tbh.
Demon set is based on providing a Damage increase based on the difference between HP values of you and the target, factored by Max/Current HP values for both.
This works well as long as Your HP remains relatively static but in Mod16 that's not really the case most of the time.
See what works for you in the end. I like Wyvern for most of my DPS with some exceptions.

Not sure what this has to do with Wyvern set. Thank you for being off-topic.
Something to keep in mind with the Wyvern set is that the uptime of the set bonus is pretty small after you use a daily. It does have the benefit of also affecting nearby party members, but given how infrequent your dailys are these days, the Wyvern set ends up being a very small damage increase (6 sec after each daily .... so if you get off a daily every 60 sec it it's only active 10% of the time ..... this means the effective damage boost from this set is less than 1% of your damage).
Now for a tank built Barbarian, the additional hit points may be more useful than the damage bonus (though keep in mind you STILL need damage to maintain agro).
