Whats happened to Chandler Farm " Attack at Dusk"

This should be a lvl 60, I got it at lvl 61 I went there with my partner and was attacked by lvl 70 mobs!!!?!

    This. I'm also having this issue, it makes the entire campaign inaccessible as a result.
