Defending the Sword Coast (Rescue Pirates in Skyhold) Second Mob at wrong level

My Paladin (tank build) is at level 80 and I have Savra's weekly quests (One being maze engine quests). I also have not completed the maze engine campaign.
When I went into Pirate Skyhold Rescue quest (via door on ship), I was scaled down to level 60.
The first mob (at the causeway) was also level 60, but the second mob was level 81. Needless to say I died horribly and cannot continue in this campaign.
