Level 81 enemies when I get put down to level 60

Playing warlock ( level 80 ) doing the mission defending the sword coast, as you can see in the video, I travel to my destination getting another mission. First 3 enemies I encounter are level 60, then once I get to my first pirate I have to rescue, he is being guarded by level 81 enemies that have no mercy to the point they run to my campfire to try and ruin my day

Same problem

Can't do anything, I am doing damage equal 6 at most and they kill me in several seconds. The current location is Pirate Skyhold, quest can be seen in the quest log
