Option for user to prevent XP advancement above lvl 70

All of my characters have not done quests past Whispering Caverns. They are at level 70 (have been for a while). Most need to finish quests from Helm's Hold on. I do not understand why I need to be anything but level 70 until I get to the Undermountain campaign. I have no reason to level my companion or character until I am in an area that requires more stats ... which should be years from now.
You have created many mods that could be enjoyed without the need for additional powers and downscaling. Why are we forced to level without reason???
WoW had similar issues years ago and finally enabled the option to cap leveling at 60 so the lvl 60 dungeons could be enjoyed at the proper level. It works, try it.
Let the User/Adventurer/Player decide when they should advance, please.
