Maybe they want you to struggle to get your WoD dailies completed so you take months to get your boons that add very little to your stats. You want a challenge right? 8)

Level 26 is where the Tyranny campaign starts. Don't see it ending there.

^^ You don't go to WoD when you start the campaign and the mobs have always been lvl73 in the zone so nothing is forgotten and in fact you can't even travel there until your lvl60

ToD campaign came in 2 chunks. First release was sub 60 Neverdeath -> Whispering caverns. Then WoD was added later. As people have pointed out, WoD has always been post 70 (with the extra mission added to common cause which caused issues as it cut in at 60 but had 70+ mobs).

Game mobs need to be updated to represent the actual level the players will be when they travel to zones. WoD, Dread Ring, Sharandar, etc... many players get into these zone at 60 but content is 70.
I wonder if the scaling up system is better than the scaling down system. I mean if I'm scaled up to say 70 from 60 do I do way more damage than I should or is it similar to the scaling system of going from 80 down to 70, totally bugged and still requires some adjustment?
