BUG: Unable to upgrade workshop

BUG: I am unable to upgrade my workshop from level 1 to level 2. I speak to Bolden and he is waiting for me to upgrade, but when I go to my desk, the upgrade button is greyed out.

    I have the same issue. I hit the button to upgrade and the upgrade cutscene played. When I checked my status, the workshop was still level one. Neither my retainer nor the vendor offer me any solutions and there are no entries regarding this in my journal.
