DC effect on self when using skills on others

Hi,
Before mod15, not sure if it was intended or not, but when using divine glow or any other buffing/healing spell, you would have the effect at the target location and on yourself.
It's not the case anymore, no more healing or buffs (i noticed that for divine glow, bastion of health, haven't tried the rest)
It is prety serious, since it seriously decrease survivability and buffing
