How do you dismiss a 'program protected' employee?

The problem is if I need to dismiss a CERTAIN employee of a profession and the ONLY OPTION is another employee I wish to keep and no other choice.
Click in on show ALL only gives on Choice instead of all employees in each profession.
This needs fixing. The only acceptable option is to show all in a profession or to show all in all professions. Then the player chooses the one he wants to dismiss.
