i have a vista based pc and it does meet requirements, how come i cannot install ARC?

  Have you checked that all of your systems are in working order?
  I tried to run Neverwinter recently after upgrading a Graphics Card and somehow, my CPU had a Driver malfunction because of it. It makes no sense, I know, but that's what happened. I got a 'fails to meet requirements' notice because of it. My system is a beast, a very old beast, but a beast none the less. It far surpasses the basic requirements.
  A couple of hours and several driver reloads and program reinstalls later, things were working properly again. Neverwinter loaded without a hitch.
  So, check all your Drivers and make sure all of your components are in working order. If something only barely makes the minimum requirements and is actually working at 75% capacity, that could cause a fail as well.

  Lots of possibilities... DirectX, graphics, memory...
  
  But you said you checked all of those and your Vista machine "meets the requirements".
  
  Perhaps all it would take is to update some of your drivers?
