Refining enchantments quest

I'm having trouble completing the refining enchantments quest from Bradda. The upgrade button remains greyed out, saying complete tutorial. Tried abandoning the quest and reaccepting, and following the green boxed text. Still not having any luck. If I abandon the quest, and try to refine, the upgrade button works, but not while I have the quest. Any tips?

    When converting the quarts are you using the cog and not just refining it?

    I had the same issue when I started and then realized I'm an idiot. When your are doing the tutorial, if a green dialogue box comes up telling you what to do, actually click in the green box to advance the tutorial. I think it was, green box gives you the instructions, you click the box to go away and then you do the actual action that was in the instructions. Then another green box opens so you rinse and repeat until you complete everything. Basically it walks you through all the buttons and drop downs explaining stuff to you.
