This seems cruel to me. VIP and this garb.. just.. cruel.. Alas.. Every lockbox seems to be that way weather it's clothes or some other garb. there is always one of them that is dropping more than the other .. a lot more. ah well.. maybe tomorrow that orange will drop.

Have fun it is a game and not a job!
At some point you might even get some "orange drop"... or you'll have made enough AD from sales to buy the item you're looking for diretly from the AH. Anyway, when you're looking for something specific it's better to focus on getting enough AD for buying it, then trying to gamble for it.

Agree with the last line! If your idea of fun is carrying around wound kits and portable altars, and taking 5 minutes to change zones, VIP is definitely not a good choice
So the Adventurer's Pack's aren't as bad as what Mount Pack's used to be - but at least the Mount Pack's always gave possibility of an Epic Mount. Still most of the time you'd often only get 2 Rare Insignia which used to sell for 200 - 500 Diamonds; thankfully now people have smartened up and are selling them for 1500 - 5500 or more.
Still I think it be nice if they added a real rare chance for something just a little nicer to incentivise more to opening them.

I agree with what @xveganrox said about placing "boobie prizes" in the lock box. I discussed this topic a few months back with my husband. It was back when Germany was discussing making Lock Boxes in games under the same legislation as gambling laws. This would allow the German government to regulate them. I don't know, if that ever happened, or if it was just political grand standing.
We came up with a better way to make the cash and without the lock box. First you simply don't drop lock boxes like it is raining scratch off lottery tickets. Instead you place locked chests as they do skill nodes throughout the map. Then you sell a pack of lock picks (who ever heard of some adventurer getting the key? lol) 10 common picks for $1, 10 uncommon for $2, 10 rare for $5, and 10 epic for $10. Next you remove the RNG on the contents by telling the player that; common picks break after the first use, uncommon to epic break after the second use. Inside the chest is armor or weapon that matches your character class, and is blue or better, epic picks are purple or orange. Then you have the RNG gold and AD, salvage items, trade bars, mounts, etc.. You assure the buyer they are going to get something "worthy" of seeking out the chest and buying the picks for the lock.
Basically when governments, like Germany, passes a law against lock boxes dropping in games, they could say. We don't drop lock boxes, and the player knows what is in the chest when they open it. They just don't know the amount. Unfortunately Neverwinter is in too deep and they are not about to change their ways.
Also to address the comment about injury kits. I don't see the point to playing a game on God Mode. If I wanted to play it on God Mode, I would just use the Foundry for that purpose. It is possible to get a character up to level 70 within the Foundry, and play the whole game in God Mode. Games are suppose to challenge you, I prefer the challenge.
That said, on this topic.. yes, that Howling Pack is basically worthless. Luckily, I've only picked up a couple of these.

The AH price can be misleading and 'seasonal'.
There is an item that used to be sold for 5000. I bought a bunch of them when it was 500 and hoped I could sell them in 5000 later. Well, it dropped to lower than 500 for a long time. Hence, I just stashed them in the mail box for a long time. Because of this post, I went to check its current price. The current price is 50000.
