Characters appear unclothed upon first inspection

in Bug Reports (Xbox One)
When inspecting a player that is not in the same instance as you, they initially appear wearing only their undergarments. Upon a second inspection, gear/fashion is then shown. This issue does not occur if the player is in the same instance.

    switch to history and back again..
    it has been that way forever

    the companions item level will not show on the players item level unless you are in range of them also .btw.

    We have a fix for this going out "soon". (I think it's in module 14)
