Mod 14 Defenses Ignored - What is needed?

Module 14 Ive heard a few different things on whats needed for the Defenses ignored cap. I have heard a few different things from 90-100% Does anyone know for sure what this cap is? With 100% certainty cause honestly being told so many things is getting confusing lol. I am not smart so I cannot figure out the math and stuff so a simple answer is prefered. :)

    So if it is 100% why such a large leap from 85 to 100?

    Less than from 60% to 85%.
