Alchemy R20 Progression STUCK

I've been leveling alchemy on my 5th toon, and am stuck at R20. I have 4 successes of the 8 needed, and have over 30 failures in a row.
Any idea how to unstick my progress?
I've tried to submit this ingame, but the in game tool never fully records or sends the issue.

Any ideas would be welcome.

    It takes 8 successes to get to level 21, and it seems to have a random number generator behind it, however the lesser levels, and other characters, typically I had a success every 3-5 tries. now I'm well over 40 tries, and still stuck.

    I read a bug that had a popup saying you needed to equip a weapon, and even if you had one equipped, it gave the popup. The suggested solution was to change weapons/loadout and it goes away.

    I tried this for the alchemy thing...and no success.

    You can check if you have learned all the recipes by looking at your task list and comparing it to the list on the experiment task. If you have all the listed recipes, then you likely have a bug. You have the unstable recipe, you still need major flasks of potency and and protection as well. These two recipes are for creating the items needed to complete level 25 experimenting.

    This procedure will occur again at level 25. You think you are done, but in reality have several more recipes to learn even after reaching 25 using potency and protection flasks. The learn missing recipe task will not learn these recipes.

    On console!!! Have not seen this on my PC account.

    I had an older character that did this. The task finally popped after a maintenance, but it might have been a console reset that did it. I always reset after a patch/maintenance. So, after you have all three recipes keep checking. Maybe the same can happen on PC.

    Kind of a sucky way to handle this particular level 'cause the requisite potions are a lot less common than the other ones, and a pain to produce.

    OK thanks if alchemy is not confusing enough leave it to cryptic to make it worse by how level 20 works. Maybe they need instructions as to how it works and what drops from where it is all so very vague.
    It happened because level 20 was the max for a long time, so they need a way to add research and experimenting on a level that you already had. It probably could have been handled differently, but I don't know.

    Solution!
    I'm DUMB...
    So I was stuck because I did not look "quite' close enough at the progression.
    I had done enough to level up, but the level up needs 8 quicksilver...I had 4/8.
    So I bought a few more, and finished the level.
    My apologies to all.

    HOWEVER...I have had this problem, so the comments all help for the next time.
