How to increase IL stuck at 13k for 1month now can't enter tong because not DPS enough.. refine enchantments first or max the artifacts first?? P.S. still having a hard time farming RP any tips?

1. Join a guild that can give you guild boon. 2. Get all boon if you have not finished already. 3. Upgrade everything cost effectively. e.g. you may want to upgrade all the enchantment to rank 9 instead of 2 in rank 10 and the rest in rank 7.
To get RP, get Quartmaster in utility slots. Get a mount that can give you Wanderer's Fortune. Do leadership (this will take a long while if you have not set that up).

I got all the boons already except for the Omu part, my enchantments is that i have 3 rank 10 and the rest are rank 8..
Your companions look good. Obviously higher ranked bonding stones will produce higher iL, but I don't know if that is the best bang for the buck, RP wise.
I'd recommend maxxing out the Girdle before you worry about the artifacts. It adds extra stats that make a bigger impact to iL. And that last jump from legendary to mythic for artifacts takes an insane amount of RP - you can max the belt with far less RP investment.
Your Power level looks pretty good but the ArmPen might be a tad low. What's your % Defenses Ignored stat look like? It should be at, or nearly at, 80%. If it isn't there are several ways to increase that stat - check around online, there are a lot of helpful resources.
If you've completed the House of Crocodile task for the Chult campaign, I'd also recommend comparing the stats for the Pioneer rings you can buy off the merchant in Port Nyanzaru with Chultan Riches. The rings are level 440 and despite being listed as blue level gear, they are in fact superior to the purple Ostorian rings you can buy with Protector seals.
Final note - be sure to participate in the Merchant skirmish frequently - there's a pretty decent chance that you can earn a BiS (level 480) mask from that.

The enchants in your companion are at least as important as the ones in your character, particularly when you up your bondings further. I'd concentrate there first.

Less than 50% RI is a big problem, especially for ToNG, worry about that first. Mobs in dungeons in the rest of the world besides chult have up to 60% damage resistance for bosses. Mobs in ToNG have up to 85% for bosses. You absolutely need a minimum of 80% RI to be useful in ToNG and 85% would be better.
