Artifact Refinement Question

Quick question for anyone who may know an answer to this or why, but I've got a level 30 Ranger I've been working lately and I've got the Soul Sight Artifact on her at the moment. I had some refinement points and the mats and figured I would level up the artifact a little. Now it took it from 45 to 59 no major issue, except that it will not for the life of me let me refine it to rank 60. I've got all the necessary mats and still plenty of RP left over to carry over after the rank increase just no wards atm, and when I hit X (playing on Xbox) to go through the refinement process to kick it up to rank 60 I here the audio cue telling me that it is starting the refine process but does not continue on to the pass or fail screen. Fortunately it isn't burning up my materials either but seems to be stuck at 59. Is there a reason why that anyone knows of? Basically is it me or the game stuck on stupid at the moment?

For the record its not my first toon, I do have a level 70 a 65 and several others in the works from 35 or so down to 5, but I could be missing something and just not realizing it.

And I just realized I put this in the wrong forum area, if a mod could please shift it the right one that would be appreciated (perfect case of me being stuck on stupid at the moment)

I've had this happen with enchants. You can try adjusting the amount of RP you're putting into the artifact so that it is one refinement point less than necessary to upgrade the artifact. Then trying to fully refine it to the next level again.

Still not working even after the last patch.....very upset that this has been going on for so long.
