Cordon of arrows bug when target isn't' moving on strike

I played SP and i shot groups of mobs from range and the cordon hit in middle of them, no damage, no pulling them together in center. When i caught there attention with a at will strike they moved and then got hit with the cordon trap. however, the cordon has a two phase power, the first hit on a target and the trap they walk into. it didn't do it on the first phase. I repeated this 3 times in SP and same thing. please verify and fix.

I've been noticing odd things as well. Sometimes if works as intended, sometimes it's like there is a slight delay and enemies can move out of it. And others it just sits on the ground until someone walks into it, despite originally targeting groups of enemies

before the "fix" cordon activated immediatly after casting now since they fixed it it doesnt do it as much, it does deal damage but only after a delay even when i aim it literally ontop of the mob i'm fighting but still wont proc unless they move
