Pirates skyhold campaign bug - keeps failing at "eviction" quest

I have seven lvl 70 characters on my account and I have experienced a bug with the pirates skyhold campaign on two of the four with which I have tried to play through this campaign where I get as far as shaben shortcloak with the eviction quest then I can't pick up the next quest. I am wondering if it has something to do with being lvl 70 as I don't think I had reached max lvl on the first two characters I played this campaign with, and I did not come across this problem.
So, repro steps as follows:
1. Log into lvl 70 character (so far bug experienced with HR and OP)
2. Begin pirate skyhold campaign (don't know if it makes a difference but I had also just completed the three campaigns that come before pirates skyhold on both characters)
3. Do all quests until reaching 'eviction'
4. Get stuck there because you can't pick up the next quest from the quest giver (in this case shaben shortcloak)
5. Go back a few times over different days just to make sure it isn't working
6. Post bug report

Quest markers go invisible if you are 10 or more levels over the content. The NPCs will still give the quests to you, but the catch is you need to find them. The easiest way is to use the Wiki to find the list of all the quests for an area, then find the listed NPC to pick the quests up to complete an area.
