TONG doesn't count as an "epic dungeon"?

There is a quest you can get in Protector's Enclave called Epic Dungeons. As one might expect, you have to run an epic dungeon to complete it. What's interesting is that Tomb of the Nine Gods doesn't count as one. I ran it twice (not because of this quest, though), and I still have to do an "epic dungeon" to complete it.

I wonder if that is because they have it grouped by itself in the random queues? Could be how they had to system code it to not let the epic dungeon queue pick it up.

I do not remember now but is it not said there which exact dungeons you are supposed to complete? (might be different quest though)

The newest epic dungeons doesn't belong into the categorie epic dungeons. Yes, that's correct and yes it must be that way.
Imagine M12 just came out. ToNG is part of the Epic Dungeons queue list. No one could queue for RED (Random Epic Dungeon) anymore because to do so you have to unlock all the epic dungeons before: ToNG, MSP, FBI,..
Just wait a few modules and ToNG will be part of the epic dungeon list too. Then the newer ones will be not listed as epic dungeon.
Nothing is permitted. Everything is true.

I think he was meaning the Epic Dungeon quest that one of Neverember's advisors give you once you reach level 70. TONG is not counting as an epic dungeon for that quest.

TONG is not counting as an epic dungeon because it's not listed as an epic dungeon. But just because it isn't listed as such doesn't mean it's no epic dungeon. TONG basically is a epic dungeon. It's just too new to be listed such because that would cause a break of the gamestructure. With a new module no one can queue for RED anymore.

That quest has nothing to do with random epic dungeons though. It is the quest the introduces you to dungeons, the one where you go and get the epic dungeon key, then run the dungeon.
