VoE vs Sacred Weapon

I thought I had read somewhere that due to the shorter animation and other stuff VoE is better than SW. Can anyone explain why it is or isnt?

    sw is a buff damage, vow is debuff need to say more?

    sw will give at wills that hit for hard damage but vow will give you 50% more damage but only to yourself
