Questions about Refinement? RP Value? Mod 12B

Hey
Some questions that comes to me about mod 12b that comes out in two days time.
We know that all value is divided with 10 from mob 12 and they have lower the rp that needed to rank up artifacts etc etc.
I have farmed like stacks of rank5 enchantments, Thaumaturgic stones, Resonance stones, rank 5 runestones, peridots etc etc....
But here is what questions me.
What happens to the stuff I have farmed?
Example: Mod 12--> Black Opal 10k RP Value
Mod 12b-> Black Opal 1k rp value.
Will I keep the rp value from mod 12 when mob 12b starts? Or do it change straight away?
And I have open my Spoils of War bags and got many enchantments and runes stone bound to account, put them on bank toon. What will happened to them? will that change to bound to character when mod 12b comes out?
Do anyone know this? plz help me out here :

Enchants will stay bound to account (quartermaster bags still give bound to account enchant/runestones in 12b).
Utility enchantments are not changed as muminekm explained, but leadership bags and celestial coffers did change.
