chapter 9: dwarven king won't finish (potentially game breaking bug)

so i went all the way up to the ninth chapter with a friend, completed that, he got the rewards and completed it, my quest instead is permanently stuck on "help bruenner find pwent"
when we go back to the throne room, i talk to him , he just says "ye did good," or something like that. and i get only an option to say goodbye. the portal spawned nearby doesn't work either.
if i go back to protector enclave and then go back in again the quest resets, but i go all the way to the end and the exact same thing happens with him just saying "ye did good" and the portal glitched.
this is potentially a gamebreaking bug since this quest is a campaign enabler...i tried searching and found nothing ...is this something no one has ever known about before?
anyone has any tips on what to do?
