Is the low drop rate for the ultimate stones just a simple bug?

As those of you who run ToNG regularly know, the drop rate of the ultimate enchanting stones is rather disappointing - my estimate is around 1% - a rate which I just consider demotivating. Getting a single character back to BiS will take years of grinding - not fun.

However, I wonder if this low droprate is maybe just a bug....and here is why:

When you kill the other bosses (Orcus and Withers), you frequently find some loot on the ground afterwards - say, maybe half of the time you find an IL480 armor piece, an enchanting stone or a (worthless/useless) blue insignia there.

When you kill Ras Nsi, he does not drop loot on the ground. Might it perhaps be possible that Ras Nsi is actually supposed to occasionally drop loot (including an ultimate stone), but you don't get it because he gets swept off the platform ?

Just wondering....there has to be some reasonable explanation for the drop rate I am seeing.
Hoping for improvements...

    id say the droprate is a bit higher. From what ive seen ppl average out on about 1 stone every 15 or so runs. (still bad though).

    And Ras Ni does drop refinment and salvage sometimes. But it would be cool to introduce the stones as boss drop.

    After 30 Tong runs not a single ultimate enchanting stone. How long i am supposed to run tong? 1000000000 times or what?
    Pls fix that HAMSTER as soon as possible.

    I have been asking around, collecting data from guild members and multiple people I have run ToNG with. Adding everything up, I have reports of people doing around 500 runs and getting a grand total of 8 stones.

    Assuming some people open 1 chest, others two, that's reasonably consistent with a 1% drop rate from the chests.

    The intention seems to be that we do 8 runs per week - you can make 8 keys through the Chult campaign per week, and that way you will also max out your 400 Seals of the Brave per week.

    That's 400 runs per year, opening 800 chests - and with a 1% drop rate you could expect an average of 8 stones per year.
    Hoping for improvements...

    Or you can play the lottery with an equally abysmal drop rate from packs...

    I was told about a player that simply bought 90 of those each 1 mio.
    BIS in one day. You poor people go invest that little amount of mmmh... 2000 zen x 90
