Purple Illusionist's Mask, and I can no longer exchange for tokens?

On both my characters, the exchange for tokens at the Halloween Vendor is no longer available once I upgraded their artifacts to Purple....which sucks because I will need it to get the artifacts to legendary...is this an actual bug or designed that way?

    Yea I just noticed this today.
    I need one more leira momento for every character to get to legendary, and they are gone from the vendor.
    I hope we get one from the daily event quests tomorrow.

    annnnnnnnd....nothing...they did nothing to fix it. They should make the upgrade from epic to legendary free now to fix it...I had TONS farmed up and ended up sacrificing them to my refinement pool....
