How does the fire buff work, I've seen people say it's a 30% overall dps boost and I've seen people say it's an extra hit for 30% damage. What is the correct damage boost?

It's 30% of your original hit, done as an additional hit of Fire damage. It generally does not work off of procs (ex: Storm Spell will not activate Wheel: Fire).

In this particular log, we had a Wheel: Fire hit, a Holy Avenger hit, and a Griffon's Wrath hit.

Weapon enchantments do not proc Wheel: Fire, so we can ignore the Holy Avenger hit.

The Wheel: Fire did 1223.07 damage.
My Griffon's Wrath hit did 4076.9 damage.

The only thing that could have procc'd Wheel is the Griffon's hit, so if we divide the Wheel: Fire hit by the Griffon's hit...

    1223.07/4076.9= 0.30001545...

So the Wheel: Fire hit did 30% of the Griffon's hit.

I can't say as to how you would calculate the DPS boost of Wheel Fire, mostly because the "deal (x)% of damage as an additional hit" type stuff are very complicated to calculate...

Lol nope not clear yet, one more question. You said "original" hit, does that mean it only goes off once in the 28 sec uptime or it goes off once for every qualified hit in that 28 seconds?

Once per every qualified hit, the above only uses a single hit of Griffons for clarity.

I believe it also uses the buff'd/debuff'd version of the hit (so if I had a hit which was buffed to deal 2000 damage but had a base damage of 1000, the Wheel would calculate off the 2000 buffed damage).

I believe it is also slightly mitigated by level 73 enemies, though I haven't tested that extensively.
