How do you trigger Artifact powers ?

After aiming an artifact power when I hit Y , Or B only uses the power slotted , & Does not trigger the artifact power . Does the artifact need to be refined , Or something ?

    Artifact powers are a two button combo. Left bumper + B to use the power of the active artifact.
