Every time I do this event the vouchers never drop for me?

    Try changing instances or characters

    Have you done the quest in the Stronghold? I heard rumors that you must do that quest at least once in order to get them dropping, but I haven't yet confirmed that with a dev.

    Another thing is that vouchers don't always glow when they are dropped in Siege, you have to really pay attention to the area that you killed the mob at.

    Do the quest from the stronghold. I had 0 drops before as well and now they drop quite often.
