(Devoted Cleric Bug) Holy Ground doesn't work with Hastening Light

Hey there,
i'm using the Hastening Light class feat with 4 points and the Holy Ground daily with 4 points.
What I expect:
When using the daily, I would expect the cooldowns of all abilities to go down by 4 seconds, as this is the normal function of Hastening Light and works correctly with all other dailies I tested.
What i experience:
No cooldowns are reduced.
I guess this is a sideeffect of the change that gave HG cooldown. It would be no problem if hastening light would NOT lower the cooldown of HG, but at least of all other abilites.
This influences me alot, because as Divine Oracle the Holy Ground is my main daily.
